Across public policy, development, and sustainability, progress is often limited not by intent but by the difficulty of driving systemic change. Behind visible programmes lie less visible problems: misaligned incentives, weak institutional capacity, fragmented decision-making, and evidence that arrives too late or is too difficult to use.

Anvaya works at the intersection of institutions, sustainability, and evidence. Our work is organised through three complementary Labs, each addressing a critical dimension of public value creation, and designed to work independently or in combination.
The Institutional Capacity Lab focuses on how public, philanthropic, and corporate institutions function, prioritise, and perform over time. We work on the less visible architecture of effective delivery: the policy frameworks, governance arrangements, financing systems, and organisational practices that determine whether public value is actually created or merely intended.
The Transition Works Lab supports institutions navigating complex sustainability and climate-related transitions, where public policy, finance, markets, and social outcomes intersect. We focus on system-level alignment rather than standalone projects, helping institutions make credible transition choices and follow through on them.
The Evidence Lab integrates research, monitoring, evaluation, and learning into decision-making and performance improvement. We design practical, proportionate evidence and learning systems that strengthen accountability and decision quality without creating undue reporting or compliance burdens.
